A vida de um grupo de funcionários locais do controlo animal é complicada pelo facto de os animais serem simples, mas os humanos não. A liderar a equipa está Frank, um agente de controlo animal opinativo e excêntrico que pode não ter frequentado a faculdade, mas continua a ser a pessoa mais culta da sala. Na sua vida passada como polícia, Frank tentou denunciar a corrupção no seu departamento, mas os seus esforços levaram à sua demissão, deixando-o cínico e rabugento.
